The Administration of Justice Programme has been recognised as the 2ndBest-performing Central Government Programme at the National Performance Review Conference 2026 on Uganda's Development Agenda.
The Programme was recognized for achieving the majority of its targets under the Third National Development Plan (NDP III) and the first half of the Fourth National Development Plan (NDP IV).
The award ceremony was presided over by the Rt. Hon. Prime Minister, Robinah Nabbanja, on behalf of H.E. the President.
Receiving the award on behalf of the Administration of Justice institutions, the Permanent Secretary/Secretary to the Judiciary, Dr Pius Bigirimana, thanked the organisers for recognising the Programme's contribution to promoting the rule of law despite prevailing challenges.
The three-day Conference, organised by the Office of the Prime Minister, was held at Speke Resort Convention Centre, Munyonyo, from 15th to 17th April 2026. It focused on reviewing the Government Annual Performance Report for FY 2024/5and the Half-Year Performance Report for FY 2025/26.
Deliberations at the Conference also covered key national and regional priorities, including local government service delivery, progress on the Sustainable Development Goals (SDGs) and Agenda 2063. It also covered the launch of Uganda's Third SDG Road map, implementation of the Kampala Declaration arising from the Eleventh Africa Regional Forum on Sustainable Development (ARFSD-11), and strengthening coordination among Government, development partners, local governments, and non-state actors in advancing Uganda’s socio-economic transformation agenda.
The Conference brought together Cabinet Ministers, Members of Parliament, Permanent Secretaries, Ambassadors, representatives of United Nations agencies, local government leaders, and stakeholders from the private sector and civil society.
The Administration of Justice Programme is one of the programmes under the Fourth National Development Plan (NDP IV), established following the transition from the Sector Wide Approach formerly known as the Justice, Law and Order Sector(JLOS).
Its governance structure comprises a Leadership Committee chaired by the Hon. Chief Justice, a Programme Working Group chaired by the Permanent Secretary/Secretary to the Judiciary, and Technical Working Groups covering Criminal Justice, Civil Justice, Institutional Coordination, and Legal Education, Training and Research. The Programme is coordinated by the Judiciary, with its Secretariat housed in the Policy and Planning Department.
Participating institutions include the Judiciary (as the lead agency), the Judicial Service Commission, the Office of the Director of Public Prosecutions, the Uganda Police Force, the Uganda Prisons Service, the Inspectorate of Government, the Ministry of Gender, Labour and Social Development, the Ministry of Local Government, the Ministry of Internal Affairs, the Law Development Centre, the Tax Appeals Tribunal, the Kampala Capital City Authority, and the Government Analytical Laboratory.
The Programme also collaborates with Justice Centres Uganda to expand access to justice through the provision of pro bono legal services.
